Shooting began on 27 May 1918 with Thomson directing; who was replaced by Parke on 1 June 1918. Location photography was taken in West Virginia, New York and Washington D.C. Originally intended as a six-reel release, the production completion was delayed by the 1918 influenza epidemic. With the end of World War I, the production was caught in the late-1918 war film overload, its release was held, and it was later cut to five reels then released more than a year later.
